Order actions represent suitability, disclosure, questionnaire, document, or acknowledgement requirements that can block downstream placement.
When an individual order is created, the system checks matching action definitions for the order's fund, share class, side, and partner. If any required action remains pending, the order status becomes PendingActions. Once all pending actions are complete, the system attempts downstream placement.
